This isn’t the exact same error code but it is a similar issue. Can you try checking this article and trying what is suggested to attempt to fix the issue?
If it doesn’t help, please use the “Email Us” button on the right side of that page for future assistance as this is likely an issue with the launcher. You may as also be able to launch the editor manually without the launcher. You can find the executable at C:\Program Files(x86)\Epic Games\4.14\Engine\Binaries\Win64\UE4Editor.exe
