UE5 Post Processing volumes working differently than in ue4?

Hey all, wondering if anyone else has run into this.

I just upgraded from 4.26 to 5.03 and noticed my Post Process volumes were messed up. I have always had the main volume in my persistent level with Infinite extend on. Then with things like under water, I have a more volume in place in sub levels.

now on ue5 the PP in the persistent level wont do anything, if I move it to a sub level only one volume seems to work. And not just one can be active at a time but only one will work at all in the level.

Also this is only while playing, while in the viewport it all works correctly.
