I have tried both options, Open Launcher, and Download Launcher. Either way it won’t download it.
At the moment I have UE4 v4.27.2.

So you already have the launcher and have UE4 installed?
I clicked the add new engine button in the Library and it added 5.00 and downloaded and installed.
