UE4.25.3 can't launch editor while UE4.24.3 works fine

Please help I’ve tried a whole day , didn’t find a clue.
I’ve update win10 and VS2017 to the newest version.
No firewall opened.

Click 4.25.3 launch button in Epic Lancher or directly click the exe icon does not work at all.
No error , no hard drive / cpu / gpu useage either.

But 4.24.3 works just fine , can launch the editor very fast.

Please help .
