UE will NOT install on my system

Hello…I cannot get UE4 or any other iteration of UE to install on my system.
I am running Win7 64-bit with 8GB of RAM on an AMD Phenom II X4 940 Processor 3.00 GHz.
When I attempt to install, I get the little circle that continually goes around and around for a few minutes, and then just quits and nothing happens.
I have tried this on several of the UE versions and I get the same thing on all of them.
Does anyone have a solution?

Have you started the installer .exe with admin rights?
