"The Owner of this project is not eligible to publish"

So I was working on a project on UEFN, where I just finished working on an island. I transferred the island level on creator portal to the leader of the team so that they can be the new owner.
I then filled out the whole process of making an Island Creator Program on behalf of the leader (using my epic account tho) will all his info.
Everything got approved so I was ready to publish finally, but now there’s a new message on the “Publish” Button (in the creator portal) that says
“Owner of this project is not eligible to publish”

Any ideas on what I can do?
