The cloth and hair (haircards) physics behaves unexpectedly during gameplay, what could be the cause?

Hi, I am a part of the team at Ship Of Heroes MMO and I am having unexpected movement (jitter) with some of our capes and hair during gameplay (video below). We are working in UE 4.26.2. The issue shows up rarely but is a big problem visually. Anybody dealt with a similar issue? Any help is welcome! Thank you!

PS For the capes: the capes are cloth simulation, part of the cape was clipping in the physics body capsule which might be causing it to clip through it, but this still doesn’t explain the jittery effect that comes after that.
For hair: the hair uses hair cards and is based on bone structure (hair skeleton)
