How many people will i need to make a PC game in a span of 8-12 months?,It will be a 3D 3rd person action game using UE4.Also another thing,this will be an Indie game i.e i dont have nor want a publisher
I can do the 3D rigging/modelling/texturing/animating and game designing on my own,I only need programmers, a sound engineer and voice artists

Sorry, but that is the best answer I can give.
That is just a really hard number to estimate, even with all the information. Seasoned studios are constantly misjudging these numbers.
It just depends on what you want to do. If you are wanting to make the next Watchdogs or GTA5 in the next 8-12 months, I would plan on a team of around 600-700 people. Since I assume you aren’t looking to try something that big, I would suggest you come up with a very definite plan of what you do want to do. Linear progression? Open world? How many quests? How many characters? How many hours of voice recording? Etc.
I am in the mobile strategy game business, because I don’t see a lot of 3rd person PC games made by small indie teams selling very well. Of course there are exceptions like “Dear Esther,” “Brothers - A Tale of Two Sons,” and “The Stanley Parable.” I believe that The Stanley Parable was created entirely by two guys plus one voice actor in two years of full-time work. It is possible to make a successful PC game with a tiny team, but you’d better have a novel idea, and it had better be so fun everyone wants to tell their friends about it.
You need only 1 person, that person is you.
But if you not a programmer, then you need to find a programmer and do everything he command you to do, because he knows what to do.
