SwarmAgent initializes successfully outside UE, but fails when I Build the lights. Is this possible?

SwarmAgent initializes connection to SwarmCoordinator outside the Unreal Engine, but when I tried to build the lights inside Unreal Engine, SwarmAgent failed to be initialized. How is this possible! Thank you.
