Yes, I had this issue where package would failed if I had substance plug in installed and then migrated to a new version that didn’t have a substance plug in version. I just decided to not implement substance plug in in my workflow, so that I am not dependent on packaging my project when Epic builds a new engine update.
Either, remove uninstall the substance plugin and remove all substance related assets from your project. Or wait for substance to release a plugin update for 4.14 before packaging.
