Stylized Sky Bleeding

I’m looking to achieve the post-process effect seen in these screenshots.

Can anyone lead me in the right direction?

Bloom. Just add more bloom.

I’ve tried it. Even the tiniest reflection from a shiny object will make the bloom go crazy when it’s set to a high value.

Bloom is dependent on scene brightness, so you either need a high bloom value, or a really bright sky. Try the second option.
