Thats EXACTLY the problem I had with the Installer from the simul site. 
No solution. I had to build from github source with the latest hotfix for your engine version (since the installer in my case was built for 4.10.1 and not 4.10.2). Still unsure what the EXACT problem is. Sad to see the 4.9 installer is having the same.
