Reflective PAINT shader ? not mirrors, like road signs


I am looking to make a material that reflects light right back towards the incoming light vector, like reflective paint on the streets.
I am looking to recreate this material behavior, not hacking it with emissive dynamic materials.
In daylight the material looks like any other, but by night it becomes much brighter than the surrounding materials when the player shines a light on it from the players perspective.

The question is, how can I make a material reflect the brightness of incoming light right back towards the incoming light vector ?
I am not talking about mirrors or shininess, purely brightness.
