Ragdoll jitters forever no matter how high CustomSleepThresholdMultiplier is set

Using custom sleep and setting an absurdly high sleep threshold in the billions does not seem to do anything and my skeletal mesh will jitter forever. No overlapping bodies. Can post more info if needed.

Any tips?
