question : Realtime displacing vetex of mesh/terrain ? or other workarounds ?

Hello a bit of a dumb question but im getting back into Ue4 i was wondering how could one change the terrain Or a mesh in realtime as shown in this image :

i have a few ideas involving decals or tesselation but like i said im “new” to ue4 and i am not sure on what the best practice would be.

are there any realtime vertex shaping solutions or anything for things like this ?

The effect im trying to achieve is the Snow material/mesh in this gif to be more exact
