Pseudo 3D

While I was wandering in the web, I came across to these pretty-old articles:

Immediately a lamp has started to blink in my mind and I thought it would be fun and nice to make a clone of Super Monaco GP, one of the game I enjoyed most during my childhood.
Most of the tricks showed in the articles I linked above needs a low-level interaction with the rasterization process.
I’m not a super-expert of the Unreal Engine, but as far as I know this is something undoable.

I would like to know, in your opinion, if it’s possible to obtain the same look&feel of Super Monaco GP and what’s the proper way of doing so.
