Problem about RVO for vehicle

Hello everybody! I try to make a vehicle blueprint with rvo avoidence. But when I put vehicle(not move command) closer, they will move automatically.

I’m I think maybe they detect there is vehicle nearby. So vehicle try to avoid. And I found vehicle move automatically are changing gear continuously.

I’m not understand the working principle of RVO clearly. Is this situation normal?

Is there a way to solve this problem?Thank you.
