Possibly stupid question RE visibly "popping" shadow quality with stationary spotlights

I am seeing that the shadows cast from static geometry onto dynamic geometry from my stationary spotlights is VERY “poppy” depending on how far away I am.

If I have a dynamic cube with a static masked grating casting a shadow onto it, the quality of the shadow will jump very obviously through quality levels as I move closer or farther from the cube. Is this expected? Is there no smoothing or fade of any kind? If I wanted to adjust this (ie at what distance it occurs, the max shadow resolution), can it be tweaked per light? Or do I have to adjust some global parameter?
