Players Joining in Progress do not respect the "Split Evenly" Team Setting

Summary

My island is a 3 team, 30 player map.
When people join in progress, they spectate until the next round, however even though the map is set to “split evenly” anyone who spawns on the next round automatically get put on 1 big team, meaning the teams are extremely unbalanced and gamebreaking for my map.
Despite it being set to “split evenly” it just does not work.

Steps to Reproduce

Set up a map with 3 seperate teams.
Set the max players to 30
Team size to 10
Split evenly
Join in progress = spawn on next round

When people join, despite being set to split evenly, they will all be put on one team, completely ruining any balancing of the game.

Expected Result

Anyone spawning on the next round will be put on one large team and not be split evenly despite the setting being turned on.

It completely ignores the setting and ruins all balancing.

Observed Result

Teams not splitting evenly, players spawning on next round are all put on one team.
