Player Character creates Widget in levels it doesn't exist in?

I have a game, and in this I have two levels (as in separate maps). One is the game, where I have a standard ThirsPersonCharacter. This Character creates a Widget on EventBeginPlay that houses the game’s interface.

Now, my other level is just supposed to be a start menu. It contains nothing, and in the Level Blueprint I create another widget on EventBeginPlay that houses the menu. However, when I start the level, the widget from my ThirdPersonCharacter is created as well.

Why is that? The menu level doesn’t have the character? Is it some global setting I’m not finding, and if such, how do I turn it off?
