I just attempted to reproduce this in a clean blank project on my end and did not get the same results you are reporting. I packaged successfully for the Win (64-bit) platform on a lower end machine just to see if that had an effect, but I had no problems.
Could you provide me with the exact steps to get this issue to occur on my end?
Can you recreate this issue in another simple blank BP project from the launcher?
