packaging keeps compiling shaders

Trying to get this project to package and it keeps failing - thre worst part is even though I have
full rebuild - off
build set to never

the project already built /lighting - ref everything

it still goes and builds 5,000 shaders then another 1200 shaders then it finishes those doesnt somethig fo ra second then starts another round of shader recompiles - like 2-3 hrs of shader recompiling why ?? Its not a large map mostly particles , simnple geo - 1 character - one or two variations on a river shading material link text - it makes it impossible to see if this build will fail or not which it does at end - it does say cant find shader cache - I’ve gone and deleted Intermediate, binaries , build dir - moved it to another machine and opened played with VR scene in Vr everything is working then try and package and another 2-3hrs of compiling shaders - is that normal ?

also alot of failed to allocate tiles on alot of my particles - which are mostly marketplace buys with tweaks
