Orbit Module Affects Velocity Alignment in 4.12 broken

Basically I recreated the particle systems and blueprint in the Landscape Mountains demo that handles the flying birds, but for flying creatures and aliens.
The circling versions (close and distant) use the orbit module to offset the mesh particle and handle the circular flying patterns.
It was fine before but now with 4.12 the velocity alignment is gone.
If this is a known bug is there any plans to revert or fix?
Does anyone know of a possible workaround in the interim?

I have the same problem with GPU particles using PSA velocity and the orbit module. The particles are not facing the velocity gived by the orbit module and Orbit Module Affects Velocity Alignment is on
