normal map appearing flipped if object rotated 180

I made a road blueprint, and intersection mesh and 4 spline roads coming off of it. half the roads are showing up with the normals backwards. I ve tried all the options for exporting bi normals and tangents and importing as well.

The intersection has mirrored uvs and has this same issue. Here i get that its cause of the mirrored uvs, something i thought the bi tangents were supposed to take care of, but the roads dont have any mirrored uvs so this really shouldnt be an issue
