New reflection captures do not contribute to the scenes reflections

Is there a limit to reflection captures in a scene?

In my current level it has many sub levels and many reflection captures. For whatever reason now every time i duplicate or add new reflection captures… those new reflection captures do not effect the level geometry at all… Moving old reflection captures has them update correctly, but new ones do not change anything regaurdless of the radius/ size or location…

Ever encounter anything similiar? What could be the cause of this?
