Sellers do not have the ability to remove reviews. Any user, including the seller, can flag reviews as inappropriate for a variety of reasons. At that point it will be internally reviewed, and may be removed if deemed inappropriate.
You are indeed well within your rights to leave whatever review you believe is fitting for what you purchased, but the review should always be professional - and remember that you are reviewing a product not the seller. Calling a seller a “scammer” or “dishonest” is not a minor accusation, and frankly in my opinion - what you bought looks exactly as it was described/appears on store in this case.
IF you feel differently, you should really request a refund and/or reach out to the seller privately. While you are not obligated to do either, leaving a review calling the seller a scammer because the product did not meet your expectations is not appropriate. Feel free to leave a review of the product if you wish, but it should be accurate and should not attack the seller.
