Need help making 3d hair mesh fit different shaped heads

Hi guys and gals,
I’m hoping someone can point me in the right direction. I have a modular character-building system that I am building meshes for and I’m having difficulty figuring out how I would morph a hair mesh from one shaped head to another, given they have the same topology and vertex order.

It feels like there should be some sort of envelope morph copy feature or clothing retargeting ability, but I haven’t been able to find any.
