Is it possible to have a blueprint actor that contains a skeletal mesh be animated by matinee? Although I can add the actor as a skeletal mesh group into a matinee, matinee will then only expose the Movement track, not the Anim track. If it is possible, what is the means to do so? And if not, is this a feature that’s intended to be a part of Sequencer?

In Matinee, the actor you create a group for must be a skeletal mesh to add an animation track. You will not be able to manipulate the animation state of an actor that contains a skeletal mesh (such as a character blueprint).
I can happily report that Sequencer is much more flexible in this regard. You’ll be able to add any Actor with a skeletal mesh and freely adjust it’s animations without an issue.
