The issue observed in our testing stems from problematic intersections - particularly at three-way junctions, where some vehicles inexplicably come to a complete stop right before the intersection. This creates a blockage that prevents other vehicles from merging into that lane. Our proposed solution is to implement a fully closed-loop road network design that eliminates three-way intersections entirely.
