Making a flow map in 3d space

Hi…

I am currently working on a project that involved creating earth like planets procedurally. I am currently using perlin noise to create clouds and I plan to bend those clouds into a cyclone type structure using a flowmap. I am unsure on how to use a flowmap in a 3d space. I am not getting good results in this method though
