Make Engine Scalability settings apply to packaged level

My level was having some issues with running at a good framerate so I tried changing the settings in the Engine scalability settings in the editor. After changing the setting to medium the level ran really well but then when I packaged the level the settings were changed back to the default of epic, which made the level run poorly again. So I wanted to ask if there is some way to have the graphical settings for the level be medium by default when they are packaged.
