Yes, I am having the same issue. I did see a video where another dev had a similar issue that was resolved using software called Turbo Boost Switcher. He claimed that the turbo feature in the Mac is hyper active and can be turned off. I have not tried, but since you posted this and no one has answered, I am hoping maybe this will help us both.
