Looking for advice on creating 3d sidescroller with levels generated at runtime

I’d like to create a 3d sidescroller with levels generated at runtime. The plan is to start out simple and gradually add more randomized elements.

For example, I’d like to start with two variables, the length of level (left to right) and frequency platforms. Platform placement is determined when the player starts the level. Platforms are restricted by the following rules: (1) must be within jumping distance of ground level; or (2) within jumping distance of another platform that meets (1).

How difficult is a project like this? Also, can you point me to any info/guides/tutorials that would be helpful?
