Long startup time after updating version 4.13.0 to 4.13.1

Is it normal my projects start very slow after updating from 4.13.0 to 4.13.1? Projects take a very long time (stuck at 45% and 94%). Several ‘shadercompileworker.exe’ processes busy at the same time. I maybe expected this to happen going from 4.12 to 4.13 but not when updating from .0 to .1

In general; does this always happen?

My first launch after updating had to rebuild the shader cache and regenerate all distance fields.
