Lighting is sparkling, and splotchy in my entire scene

Hi guys!

I’m having an issue with my game lighting, and I have been spending so much time Googling etc but can’t seem to solve this.

My game is a horror and set in a subway, and the lighting I have put in seems to make this really ugly, splotchy effect everywhere. I have played around with post-processing and lighting settings, and I cannot seem to get it to go away. I also added in volumetric fog which made it even more noticeable.

Was wondering if anyone may be able to help, here are a few images as well to better explain. But images don’t do much justice, everything just seems to be moving and shimmering across the lights, etc.
