Light as if Static doesnt work randomly

I am using UE4.12.0 and i experience a strange (random) behavior in regards to “Light as if Static” property of a static mesh. The property seems to sometimes not save properly (when set to true). Also when set to true is seems to be randomly reset to false when running “Play Standalone Game” (it seems to be always fine in “Simulate”). I have noticed that there is a bug about it (saving but not randomness in Game) - UE-30080. The bug is marked as resolved but i still experience the above problem in 4.12.0 Has it been fixed? Which version?

This was originally reported with UE-30080 and does not have a specific CL for the fix, but was determined to be no longer reproducible in 4.13 any longer.
