[Level Editor] Lock actors so that clicking does not select them

This is actually supported by the engine;

1. Create a new sub level
2. Add actors to that sub level
3. Click the lock button in the levels dockable
4. ???
5. PROFIT, you aren’t able to select the actors anymore
