[Issue] bones not obeying the angle of the constraint

I’ve kept searching the internet about this problem, but it was nowhere near my problem. no matter which direction I rotate the physics constraing, the bone would just not obey the limited rotation I set. It does obey how many degrees should rotate, but doesn’t want to bend how I want to. I tried with swing1 swing2 and twist but none of those fixed the problem.

I’m using 4.21.2 for this one
