Is it true that the r. console is void in the packaged build, and if yes is there a workaround

Or would I have to modify the engine source code? I want to be able to use the console in the game like in Valve games.

Most rendering console commands and variables are accessible in shipping builds, but the console input itself is not. However there is nothing stopping you from creating a UMG widget with an editable text box, getting the text from that text box and passing it into an “Execute Console Command” blueprint node!
