I have a quite complex environment, so the NavMesh generated by UE can’t meet my need. Is it possible to export the NavMesh into 3ds Max? I can edit it and then import the new NavMesh into my game.

It’s currently not possible, and even though we’d like to support it we don’t actively work on it.
Have you tried changing navmesh generation properties? At the cost of generation time you can end up with pretty high res, precise navmeshes.
