That’s exactly what it is! There’s a chunk of large files that take a while to install, progress bars are based on “Total # of files / installed files” not “Total size of files / installed data size” so larger files make the progress bar look slow. It’s possible that you’ve downloaded all of it, and you’re just waiting on install.
