Indoor outdoor flicking shadows 4.11

I can’t resolve a problem. I found this issue after update ue 4.10 to 4.11.

World settings by default
PostProcessVolume, Skylight, ExponentialHeightFog, LightSource can be disabled - have no effect, still flicking.

Either your normal maps are pretty extreme or your ambient occlusion settings are cranked waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaay up, judging by that first video. Second video seems to negate that visual with the existence of the point light but is likely still at play.

there usually 2 major issues with: 1. incorrect shadow DoF scale(set inappropriate or sub-optimal to scene/usage). 2. Driver “features”. most suffered from - Nvidia customers, cuz drivers contain wast range of “cheating for performance” things/tweaks, crippling shaders, HDR, color space, geometry, dithering, rendering accuracy and whatever else.
