I'm getting a "No 32-bit compiler toolchain found..." error!

After a clean install of visual studio community 2017 where I selected the option to install the Unreal engine installer, and after rebooting, I opened unreal, created a blank c++ project and it will not compile. If get the following error:

ERROR: No 32-bit compiler toolchain found in C:\Program Files (x86)\Microsoft Visual Studio 14.0\VC\bin\cl.exe

The path that the error message references does not exist on my computer; The only path I have is: C:\Program Files (x86)\Microsoft Visual Studio\2017

I have the following Visual Studio workloads installed:

Universal Windows Platform development
.NET desktop development
Desktop development with c++
Game development with c++ (also checked the “Windows 8.1 SDK and UCRT SDK” option)
Game development with Unity

Has any one else had this issue? my OS is Windows 10
