I need help with making a Plugin to impliment a GIS (shp, shx) data into UE and create a spline base on the data

As I stated above, I am trying to make a plugin from scratch in UE to transfer the .shp data file into UE. After it finished imported in the shape file I wanted to create landscape spline points based on the data. I can code in C++ but I am fairly new to Unreal so would appriciated if anyone can spare their free time to help me with this plugin.
