I have an arrow at a funny angle, how can I rotate it only on it's relative Y axis?

I tried with move component but that node likes to force rotation on x/z axis even when I tell it to keep them the same values as the start rotation. Using set relative rotation with a timeline makes it rotate 90 degrees in WORLD ignoring relative rotation altogether for some reason. How do I get an arrow rotate on only one axis when it’s already at an odd angle?
