I can't start UE5.0.3 both in source code compiling and Epic Games Launcher

I figured it out. This is a problem relating to Compiling issue. UE5.3 - #2 by DanM - Ask - GameDev.tv. Editing the xml file in the folder C:\Users\USERNAME\AppData\Roaming\Unreal Engine\UnrealBuildTool would fix the problem.
