How would you make a 4X game in UE4?

I have been watching a lot of stellaris vids on youtube recently. I was thinking about how a game like that would be made in UE4. What would be one of the good ways to have the galactic to system zoom view.

One thing I was thinking of was the galactic view could be entirely inside a widget composed of different widgets. The main galactic map widget would fade out revealing a single level. This would keep all menus intact and present. The single level could be populated to represent whatever star system you are looking at.

Does this sound crazy? What are you ideas? I thought it would be fun to have a discussion about the architecture for a specific game type as opposed to detailed implementations or problem solving :slight_smile:
