Hot to make Rayman's ground system using spline blueprints?

There’s a system that is very useful at around 16:10 in this making of rayman legends video…that has probably the most useful system I could find for what I am trying to achieve…but I am not sure exactly how to go about making it…

Does anyone have any ideas of where to start?
