I was unable to recreate your issue. My best recommendation would be to check if your computer has the recommended requirements to run Unreal.
If this is not the root of the issue, I’d recommend Verifying your installation of Unreal. You can find this function under the Unreal Engine → Library → Engine Versions → 4.23 → Dropdown Menu.
If your issues persist, I’d recommend reinstalling the engine (found under the same submenu).
