FortCharacter.Damage Only Works 10 Seconds After Spawn

Summary

Can’t damage / change spawn immunity when an island is published to private/public version, the values in the devices are ignored, they only work in live edit (override spawn immunity = 0)

Steps to Reproduce

Spawn a player using a spawn pad.
Immediately call the FortCharacter.Damage(1000.0) function on the player.
The damage will not be applied until 10 seconds have passed.

Expected Result

The damage should be applied immediately regardless of spawn immunity.

Observed Result

The damage is not applied until 10 seconds have passed, even if spawn immunity is set to the lowest value.
